On March 14, 2006, the Ka Loko Dam in Kilauea,
Kauai, breached, resulting in a tragic loss of human life
as well as significant property damage. Hawaii Attorney General
Mark Bennett has selected Hawaii
attorney Robert Carson Godbey as the Special Deputy Attorney General to civilly investigate
the Ka Loko Dam breach and to prepare a report as set forth
in House
Concurrent Resolution 192. He is to perform the following
duties:
(1) investigate the role and possible culpability
of the State, the County of Kauai, private landowners, and
other yet-to-be-identified parties;
(2) recommend legislation
or government actions that could help prevent another
tragedy; and
(3) make such other recommendations as the Special
Deputy believes appropriate.
Mr. Godbey invites comments from interested
members of the community regarding the investigation.
